SPECIAL POPULATIONS & EDUCATIONAL EQUITY

“Special Populations” is unique to CTE, and specifically defined by Perkins IV. Students must be, or have been, enrolled in Career and Technical Education courses to be included in Special Populations.
WHO ARE THE SPECIAL POPULATIONS?
SPECIAL POPULATIONS include individuals with disabilities, individuals from economically disadvantaged families (including foster children), single parents (including single pregnant teens), displaced homemakers, individuals with limited English proficiency, students preparing for nontraditional fields, homeless individuals, youth who are in, or have aged out of, the foster care system, and; youth with a parent who is a memeber of the armed forces and is on active duty.
- Individuals with disabilities, as defined by the Individuals with Disabilities Education Act, are those students with IEPs (Individual Education Plans) who cannot succeed in a regular career-technical education program without special assistance.
- The term disadvantaged means individuals, other than those with disabilities, who have economic or academic disadvantages and who require special services and assistance in order to succeed in career-technical education programs. The term encompasses individuals who are members of economically disadvantaged families, migrants, individuals with limited English proficiency, and individuals who have dropped out from or are identified as potentially dropping out from secondary school.
- Limited English Proficient students are those who were not born in the United States or whose native tongue is a language other than English, those coming from environments where a language other than English is dominant, or American Indian students who come from environments where a language other than English has had a significant impact on their level of English proficiency.
- Single Parents are individuals who are unmarried or legally separated from a spouse, have legal responsibility for a minor child or children, or are pregnant.
- Displaced Homemakers are persons who have worked primarily without remuneration, caring for home and family, and for that reason have diminished marketable skills; have been dependent on the income of another family member or public assistance, and no longer receive that income. Displaced homemakers are unemployed or underemployed and experience difficulty in obtaining or upgrading employment.
- Nontraditional Fields means occupations or fields of work, including careers in computer science, technology, and other emerging high skill occupations, for which individuals from one gender comprise less than 25 percent of the individuals employed in each such occupation or field of work.
What is Educational Equity?
The goal of educational equity is for all students to share an equal opportunity to learn and to achieve, regardless of race, color, religion, national origin, disability or gender. To provide all students a safe and equitable school environment is an on-going challenge to public school officials and the greater educational community.
