Preschool Programs
Onslow County Schools preschool programs are designed to provide developmentally appropriate experiences, which enhance educational opportunities prior to a child's entry into kindergarten. The purpose of the preschool program is to prepare students for a successful school career.
Our administrators and staff work together to provide equal opportunities and services for eligible children in the least restrictive environment. Funding and program requirements are determined by the state and/or federal offices.
Onslow County Schools Preschool consists of 3 program areas and Exceptional Children Services for eligible children.

Onslow County Early Childhood programs:
Head Start
The Head Start program is a federally funded educational, health, and social program designed to work with families who are economically disadvantaged. The students served are 3 and 4 years old on or before August 31st. All students selected for the Head Start program must live in the Onslow County Schools district attendance area. Eligibility is determined using Federal income guidelines. Breakfast and lunch are provided. No meals from home. Two home visits and two conferences are required. * Special diets will be reviewed individually. Head Start website.
Title I
The Title I program is a federally funded educational program for elementary and secondary schools. The students served must be 4-years-old on or before August 31st. Each child is administered a developmental screening assessment to determine his/her educational need. Students are selected for the Title I program must live in Onslow County Schools attendance area. There may be a cost for meals. No meals from home. Two home visits and two conferences are required. * Special diets will be reviewed individually.
NC Pre-K
NC Pre-K is a state-funded, community-based pre-kindergarten program administered by One Place. It is designed to provide 4-year-old children, who may not otherwise be served, with a valuable educational experience for 6.5 hours per day. Children must be 4 years old on or before August 31st, to be eligible to apply, and must meet income qualifications to be served in select child care locations across the county. In collaboration with One Place, Onslow County Schools dual enrolls preschool students with NC Pre-K funds to enhance services for children and families.

Exceptional Children (EC)
The Exceptional Children's preschool program serves students who have developmental delays, speech/language delays and other delays that affect their education. The program serves children in a variety of settings throughout the county. All students served by the Onslow County Schools Preschool Program for Exceptional Children must live in the Onslow County Schools attendance area.
Onslow County Partnership for Children Early Childhood Programs:
Early Head Start
Onslow County Early Head Start is funded through One Place. Children birth to age 3 who meet income and eligibility guidelines are encouraged to apply.
Three School
Onslow County Three School is funded through One Place - Smart Start. Children who turn 3 on or before August 31st and meet income and eligibility guidelines are encouraged to apply.
Before a child enters any Early Childhood program, the following is required to be completed and on file:
- A completed application for the programs listed above
- Required documents
- Certified birth certificate
- Proof of residency documents
When applying for Early Childhood programs, all the information you have provided will be used to determine if your child can be served in Onslow County Early Childhood through one of these funding sources.
